Hard drive 1 crashed and we lost channel 1: segment 1 and 2 from that disk pack.
We lost ~17 minutes of data shutting down the radar and dealing with software
crashes.

Noticed that channel 4 has an elevated noise floor and turned off this segment
to check it out.  Radar software problems made us lose about 7 minutes of
data here instead of 1 minute. Segment 4 was created because of this.

Channel 4 elevated noise appears to only affect waveform 1.  Waveform 2 looks
fine on all channels.
